· De acuerdo con la Contraloría y debido a estos incumplimientos, se puede afectar la realización de los Juegos Nacionales que se llevarán a cabo en el Eje Cafetero, en noviembre de 2023.
Desde el 18 de julio de 2022, la Contraloría General de la República adelanta el seguimiento permanente sobre la construcción y/o adecuación de 23 proyectos de infraestructura deportiva, por un valor de $264 mil millones, requeridos para la realización de los XXII Juegos Nacionales y VI Juegos Paranacionales, que se celebrarán, en noviembre de 2023, en los departamentos de Caldas, Risaralda, Quindío y Valle del Cauca, así como en las ciudades de Manizales, Pereira y Armenia.
El seguimiento de la CGR, de los 23 escenarios deportivos, ha determinado, a la fecha, lo siguiente:
2 han iniciado obra y, frente al cronograma, presentan un 77 % de retraso.
21 se encuentran en fase de estructuración y revisión -a menos de 1 año del evento deportivo-, razón por la cual se emitieron las siguientes alertas de Control Interno:
Retraso en los cronogramas de los proyectos: 13 proyectos (1 de obra con el 77 % de retraso y 12 en estructuración y revisión, cuyas demoras oscilan entre el 10 % y el 30 %, respectivamente).
Viabilidad técnica: 3 proyectos. Cumplimientos de los requisitos y lineamientos mínimos, establecidos en el artículo 10 de la Resolución 601 del 8 de junio de 2020.
Indeterminación de fuentes de financiación: 1 proyecto. Hay controversia entre las dos entidades territoriales para definir la financiación.
La Contraloría advierte que las situaciones descritas pueden afectar la oportuna realización de las justas deportivas, programadas para noviembre de 2023, en el Eje Cafetero.
