La Oficina del Alto Comisionado para La Paz exigió al Ejército de Liberación Nacional levantar el paro armado en el departamento del Chocó que afecta a más nueve mil personas de comunidades negras e indigenas, las cuales ya cumplen un mes y medio desplazadas o confinadas por las operaciones y confrontaciones armadas entre esta guerrilla y las Autodefensas Gaitanistas de Colombia.
De igual forma, solicitaron que se permita de inmediato el libre tránsito de personal civil y ayuda humanitaria para las comunidades afectadas por sus operaciones armadas en la región de los ríos Sipí y San Juan, municipios de Sipí, Nóvita, Istmina y Medio San Juan.
Esto, porque desde la Oficina denunciaron que los corredores humanitarios no se están respetando violando el Derecho Internacional Humanitario.
“El día de ayer, con ocasión del anuncio por parte del ELN de la habilitación de un corredor humanitario temporal, una caravana de 20 lanchas con ayuda y atención de las personerías de la región intentó llegar a Chambacú y Noanamá, comunidades que albergan familias desplazadas. Sin embargo, a la altura de Bocas del Sipí, al escuchar los disparos de un enfrentamiento armado, la caravana tuvo que detenerse y dar vuelta atrás sin poder completar la entrega de ayuda humanitaria que había sido planeada. Así mismo, una lancha de la Alcaldía de Istmina que transportaba a los personeros de Istmina y Sipí y ayudas para las comunidades fue detenida con un disparo de advertencia y requisada”, dicen.
Finalmente, aseguran que “impedir a las víctimas de la violencia a acceder a ayuda humanitaria viola el derecho internacional y profundiza las graves condiciones de exclusión y discriminación que históricamente han aquejado a la población del departamento del Chocó”.
