La ponencia para segundo debate de la Reforma Pensional tuvo importantes modificaciones entre las que se destacan las relacionadas con el Pilar Solidario, el Pilar Semicontributivo y las semanas que deben cotizar las mujeres para pensionarse.
Respecto al Pilar Solidario se disminuyó el requisito de edad para las mujeres de 65 a 60 años, tomando en consideración lo establecido en diferentes jurisprudencias de la Corte Constitucional. En consecuencia, con la disminución del año 2024 al 2050 se tendría un promedio de 444.814 nuevas beneficiarias.
Frente al Pilar Semicontributivo se disminuyó el requisito de edad para las mujeres de 62 a 60 años. Así mismo, se dispuso que el tope mínimo de semanas cotizadas para acceder y ser beneficiario del Pilar Semicontributivo pasará de 150 a 300 semanas, con el objetivo de que los ahorros pensionales de los afiliados sean mayores.
También, se acogerá la sentencia C-197 de 2023 de la Corte Constitucional que reduce a 1000 el número de semanas que deben cotizar las mujeres. La ponencia explica que esto aumentaría la probabilidad de pensión de las mujeres en 8.8%.
