¿Qué viene esta semana para las reformas a la salud y pensional en el Senado?

El Congreso de la República entra en la tercera semana del segundo periodo legislativo, semestre en el que seguirán en escena varias de las reformas sociales del Gobierno de Gustavo Petro: la pensional, laboral y la de la salud.

En el caso de la pensional, la semana que culminó empezó formalmente el trámite en la plenaria del Senado de la República. Sin embargo, el arranque no fue fácil porque la falta de quórum obligó a suspender el debate en dos oportunidades e impidió que se terminaran de votar en su totalidad los 50 impedimentos que han sido radicados hasta el momento.

Esta semana que empieza, específicamente el miércoles, se retomará el debate con el trámite de impedimentos y también se radicaría la proposición del senador liberal Alejandro Carlos Chacón, que pide aplazar el debate por cinco días y conformar una comisión multipartidista que explore la posibilidad de llegar al mayor consenso posible frente al articulado. El proyecto tiene radicadas cuatro ponencias: la mayoritaria, la alternativa y dos que piden el archivo.

El punto más álgido del proyecto está relacionado con el umbral de salarios mínimos de cotización en Colpensiones. Mientras la ponencia mayoritaria (gobierno) propone que sean 3, la alternativa 1.5.

Reforma a la salud:

La reforma a la salud está para tercer debate en la Comisión Séptima del Senado de la República. En este segundo periodo legislativo no ha empezado aún la discusión y votación del articulado. Desde principio de año se han venido adelantando audiencias públicas en diferentes lugares del país y, de manera paralela, mesas técnicas de las que hacen parte los equipos del ministerio de Salud, actores del sistema y congresistas de esa célula legislativa. En el caso de las mesas técnicas, estas se extenderán hasta el próximo miércoles 06 de marzo.

Se espera que en los próximos días, una vez culminen las audiencias y las mesas técnicas, se anuncie el proyecto en la comisión Séptima del Senado de la República.

Cabe señalar que esta semana, tal como lo reveló este medio, la Mesa Directiva de esa célula legislativa le pidió al ministro de Hacienda, Ricardo Bonilla, que envíe el concepto de impacto fiscal del proyecto, con miras a tener claridad sobre cuánto cuesta la implementación de lo que allí se propone.
