En una nueva sesión extraordinaria se socializó el proyecto de acuerdo No. 17 de 2017, por el cual se faculta al Alcalde para declarar las condiciones de urgencia que autorizan la expropiación por vía administrativa en el Plan Parcial Ciudad Victoria de la ciudad. La socialización de este proyecto estuvo a cargo de la secretaria de Planeación, Claudia Patricia Velásquez quien explicó a los concejales los detalles de esta iniciativa municipal.
El concejal Jaime Duque dijo que este proyecto es muy importante para la ciudad porque les da a las personas la oportunidad de mejorar las condiciones de vida y plantea una ciudad para peatones.
A su turno, el concejal Carlos Hernán Muñoz, espera que con este proyecto se termine el plan parcial que es muy importante para la ciudad, que lleva ejecutándose desde hace varios años y el cual mejorará las condiciones del entorno, porque aún se observan situaciones de prostitución infantil, consumo de drogas, microtráfico y la única forma de arrebatarle ese sitio a la delincuencia, es que llegue un privado y haga allí sus inversiones.
