Los orígenes del departamento de Risaralda se remontan a la década de los años 60, aunque se trata de un proceso que tiene hondas raíces en la historia.
El centralismo y el abandono del que fue víctima Pereira, se convirtieron en el detonador de una gesta separatista, que tuvo características similares en el Quindío, que también hacía parte del llamado Gran Caldas.
La primera manifestación segregacionista se presentó hacia 1924 cuando se cumplieron las reuniones preliminares para promover el proyecto que permitiera, más adelante, apartarse de la tutela manizalita, aunque fue precisamente en el Quindío donde la idea cobró inusitada fuerza, cristalizándose la conformación de dicho departamento en 1966.
Según lo relata el libro ‘Risaralda la Grandeza de un Pueblo’ (1990) “la tenacidad quindiana sirvió de acicate a los pereiranos para lanzarse a luchar de manera decidida por su autonomía, habiendo superado con la creación del Quindío el obstáculo geográfico que impedía sacar adelante el proyectado departamento de Risaralda”.
En agosto de 1965 se protocolizó la creación de la Junta Pro Departamento que de ahí en adelante tomó las riendas del movimiento, uniendo en torno suyo a todas las gestas cívicas, económicas y políticas que de manera entusiasta y segura agitaron con ahínco la bandera de Risaralda.
De esa junta hicieron parte don Gonzalo Vallejo Restrepo, considerado el padre del departamento; Guillermo Ángel Ramírez, Arturo Valencia Arboleda, José Carlos Ángel, Eduardo Valencia, Rafael Cuartas Gaviria, Alberto Mesa Abadía, Jaime Salazar Robledo, entre otros.
El 8 de junio de 1966 se dio a conocer el documento, un manifiesto de 18 puntos, que contiene el inventario de razones que esgrime el pueblo pereirano y risaraldense para emprender esta gesta separatista.
La campaña, agrega el documento, abarcó personalidades, comités y municipios y se cumplió con base en todo tipo de actividades, caracterizadas por el más claro acento pereirano, a tal punto que un periódico local de la época tituló: “Risaralda es un pueblo que prefiere la muerte en masa a vivir bajo el signo de la esclavitud”.
La creación de Risaralda
Mediante la Ley 70 de 1966, la cual entró en vigencia el 1 de febrero de 1967, fue creado el departamento de Risaralda por el Congreso de la República.
Inicialmente el departamento estaba conformado por 13 municipios: Pereira, Apía, Balboa, Belén de Umbría, Guática, La Celia, La Virginia, Marsella, Mistrató, Pueblo Rico, Quinchía, Santa Rosa de Cabal y Santuario. Por entonces, Dosquebradas era un corregimiento y hacía parte de Santa Rosa de Cabal y luego de varios años adquirió la categoría de municipio.
El primer Gobernador de Risaralda fue Castor Jaramillo Arrubla, quien se posesionó en la Plaza de Bolívar en una multitudinaria ceremonia que contó con la asistencia del Presidente de la República, Carlos Lleras Restrepo.

Inicio de la gesta
El 18 de agosto de 1965 comenzó la lucha por la creación del departamento en las oficinas de la gerencia de Confecciones Valher, por convocatoria de don Gonzalo Vallejo Restrepo.
Una vez aprobado el proyecto en la plenaria de la Cámara de Representantes, la iniciativa hizo su tránsito a la Comisión Primera Constitucional del Senado de la República, donde fue nombrado como ponente el senador Felio Andrade Manrique. La ponencia fue presentada y aprobada en dicha comisión el 13 de septiembre de 1966.
Veinte municipios
El proyecto inicial de creación del departamento de Risaralda contemplaba un total de 20 municipios. Sin embargo, tal como fue aprobado en la Cámara de Representantes se excluyeron tres de ese paquete inicial: Marmato, Riosucio y Supía. En consecuencia, harían parte del nuevo departamento: Pereira, Anserma, Apía, Balboa, Belalcázar, Belén de Umbría, Guática, La Celia, La Virginia, Marsella, Mistrató, Pueblo Rico, Quinchía, Risaralda, Santa Rosa de Cabal, Santuario y Viterbo. El Senado excluyó de ese listado a: Anserma, Belalcázar, Risaralda y Viterbo que quedaron en Caldas. Dejando definidos 13 municipios para el naciente departamento.
Después Dosquebradas adquiriría la categoría de municipio aumentando a 14 el territorio, como se mantiene hasta la fecha.
