El expresidente Álvaro Uribe lanzó, a través de un comunicado de diez puntos, una sorpresiva propuesta frente a la iniciativa de vender las acciones que Empresas Públicas de Medellín (EPM) tiene en UNE.
Pese a ser una de las caras más visibles del partido de oposición a la administración del alcalde Daniel Quintero, Uribe se manifestó a favor de la venta de las acciones, ante las posturas frente a la concepción de lo que es proteger el patrimonio público, ya sea por el destino de los recursos o por la oposición a disminuir dicho patrimonio.
Para el exmandatario, una buena opción para resolver la controversia será destinar el producto de la venta para apalancar inversiones en curso, con un fondo vigilado y con la respectiva asesoría de la academia.
Uribe argumentó que habría una sustitución de activos y no un gasto, y puso como ejemplo la forma en la que Mario Aramburo, gobernador entre 1963 y 1965, dispuso los recursos producto de la venta del Ferrocarril de Antioquia para la creación de una entidad como el Instituto para el Desarrollo de Antioquia (IDEA), con el sueño de que esta se convirtiera en una institución financiera de importancia para la región.
“Lo del IDEA y el Ferrocarril solamente para citar un ejemplo de sustitución de activos en lugar del gasto de un recurso de venta, que es excepcional y no hace parte de los ingresos corrientes o permanentes”, señala el comunicado.
El pronunciamiento de Álvaro Uribe llega luego de que en varias oportunidades el proyecto de venta de estas acciones se cayera en el Concejo, por la desconfianza de algunos corporados en la destinación de los recursos producto de la venta de estas acciones, estimados en cerca de 2.8 billones de pesos.
Frente a lo que sería una nueva radicación de la propuesta ante el Concejo, el alcalde Quintero -incluso- le recomendó al presidente de la compañía, Jorge Andrés Carrillo, “tomar medidas extremas” para lograr su aprobación.
